As explained by the narrator, this program is intended to describe Public Law 94-142 (Education of All Handicapped Children Act, now known as IDEA, Individuals with Disabilities Education Act), which deals with educational opportunities for children with disabilities, and to show how it benefits them. Includes an explanation of the law by Wise County Special Education Coordinator Suzanne Lawson and excerpts from the annual picnic for children with disabilities at Bullit Park. Tape concludes with footage of a young blind student playing piano, participating in a mainstream classroom and typing on a Braille typewriter. This program was videotaped for broadcast on cable television Channel 12 as part of the Broadside/Mountain Community Television initiative to provide locally produced public access television to southwestern Virginia.
